Sandwormland is portrayed as a surreal desert inhabited by the dangerous sandworms. It exists below the Neitherworld.
In one episode, it appears that it's not affected by time, when Beetlejuice and Lydia accidentally stopped time. Since sandworms can still roam around freely.
